Employment opportunities for employers

The Employment Services of the City of Porvoo offer employers various support forms for hiring an employee. Based on their unemployment status and situation on the labour market, a jobseeker may be entitled to the pay subsidy or an allowance granted by the City.

Pay subsidy

The pay subsidy is a form of financial support with which the TE Services reimburse the employer for some of the costs of hiring an unemployed jobseeker. Employers may only receive the pay subsidy for hiring a person who has registered as an unemployed jobseeker.
The Employment Coordinator of the City of Porvoo will apply for the pay subsidy based on the information provided by the employer.

The employer may also apply for the pay subsidy by themselves. They can receive guidance on the matter from the Employment Coordinator.

The employment allowance of the City of Porvoo

The employment allowance of the City of Porvoo is an allocation-specific subsidy for City of Porvoos different units and sectors. The purpose of the allowance is to support the hiring of a person who has been unemployed for a prolonged time. In most cases, it is required that the person is entitled to a 50% pay subsidy.

The employment allowance supports and improves an unemployed person’s opportunities for finding work on the open labour market after a prolonged period of unemployment. The employment allowance may also be granted for apprenticeships. The Employment Coordinator of the City of Porvoo will decide on the granting of the allowances.

Municipal employment allowance for the third sector

The municipal employment allowance for associations, organisations and foundations can be granted to registered associations or organisations hiring Porvoo residents who have been unemployed for a prolonged time. The person hired must be entitled to a 50% pay subsidy.

The municipal allowance is applied for in writing, and it is tied to the decision on the pay subsidy. The allowance for third-sector employers covers the difference between the salary costs and the pay subsidy: a maximum of €300/month for a maximum of 12 months.

Municipal employment allowance for companies

The City of Porvoo is granting municipal employment allowances to Porvoo-based companies who are hiring unemployed persons under 29 and without a vocational qualification, or young Porvoo residents who have completed a vocational qualification but have been unemployed for six months, and for the employment of whom a pay subsidy of 30% or 40% can be granted. The municipal allowance to be granted is tied to the decision on the pay subsidy.

The working hours must amount to at least 85% of the industry’s normal full working hours. The municipal allowance of €300/month will be paid for a maximum of 6 months. The allowance will be paid monthly after the employer’s invoice has been verified. The invoice must include a copy of the employee’s pay slip. If the company has agreed on an apprenticeship with the employee, the municipal allowance can be paid for 10 months.

The municipal allowance is applied for in writing. The attachments to the application must include the decision on the pay subsidy and a copy of the employment contract.
